It depends. How much texting is texting? I have my phone on vibrate, if there is an emergency, I check the phone for texts etc. Right now we are in the middle of a snow storm & my wife is traveling. If she gets stuck in traffic or has an accident, I'd like to know. Does the teacher have kids who may be home sick? I'd ignore it unless the teacher is ignoring the kids.

Easy…first, visit the teacher and discuss your child’s report; next – if necessary visit the school principal and inquire about teacher classroom rules and regulations. You may also want to visit your child’s class and see if the reports are valid.

that is awful ...have you talked to the teacher about it? you should definitely complain to the principal and if that doesn't do anything than go to your district office.
